MIDDLE RASEN PARISH COUNCIL

Minutes of the Meeting of the Parish Council on 21/10/2025

Present:-

Cllr Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr M O’Connor, Cllr P Dawson, Cllr G Dennis, Cllr J Padley, Cllr A Miller, and Cllr P Thomas 

Also Present:  Mrs A Harrison (Clerk)

1.   Apologies for Absence – Cllr S Cartwright

Resolved: That apologies be accepted from above member(s) of the Council

 

2.   To receive declarations of interest in accordance with the 2011 Localism Act:- none

 

3.   Notes of last meeting on 9th September 2025, to be approved as minutes:-

  • Notes be signed as a true record.

 

4.   Chair and Council’s Comments:- 

  • Cllr Miller has been informed that the River Rase between Parry’s Bridge and the bridge on Church Street, is full of weeds which need clearing as this will affect the annual duck race going ahead.  Cllr Thomas also noted that a sapling has fallen into the river – Clerk to report to Environmental Agency
  • Cllr Stamp stated that a fence rail is missing from the footbridge on Church Street – Clerk to report to highways

 

5.   Reports from District and County Councillors:

WLDC Matters: 

  • Cllr Bunney let the Paish Council know that the Local Government Reform will not change Town and Parish Councils structures but If the proposed large unit authority goes through there would be a reduction in Council Officers
  • Cllr Bunney informed the Council that Scampton will still be used for industrial purposes, but no final decisions have been made on who or what that will be
  • Cllr Bunney stated that since the reorganisation of the local policing team, arrests have increased

 

LCC Matters:

  • Cllr Bunney let the Council know that all the signage on the A46 is complete and speed limits will be looked at when the new store is open, and the road traffic can be assessed
  • Cllr Bunney mentioned that due to the delayed resurfacing of roads in the Village, Highways may complete temporary repairs in the interim

 

6.   Crime and Vandalism: - 

  • Crime stats and traffic offence data received
  • Lincoln and West Lindsey Local Policing Overview

 

7.   Clerks Report on Matters Outstanding:-

  • Letters sent to property owners on North Street and Gainsborough Road requesting hedges be cut back – Hedge at Gainsborough Road has been cut back, Landowners of North Street have been contacted again 
  • Mr Robinson contacted to repair damage to the stock’s supports

Application for approval of reserved matters to erect 4no. dwellings, considering appearance, landscaping following outline planning permission 145411 granted 26 October 2022 – no comments

Planning Granted:-

 

WL/2025/00796 – Land at Caistor Road, Market Rasen, LN8 3WJ

Application for approval of reserved matters for Phase 3 for creation of road, considering appearance,

landscaping, layout and sale following outline planning permission 135013 granted 22 December 2017 – granted with conditions

 

WL/2025/00866 – Rase Bank House, 31 Dovecote, Middle Rasen, LN8 3UD

Planning application for proposed demolition of existing conservatory and erection of a new single storey rear extension and canopy covered area – granted with conditions

11. Reports from meetings: 

  • Cllr Thomas attended a meeting for the Village Sub Committee to be discussed at item 15
  • Cllrs Miller, Dawson and Pattison with Mrs Harrison met to discuss the Community Speed Awareness set up (more information at item 16)

 

12. To Review Budget for 2025

Budget sheet provided prior to meeting for information

Proposed by Cllr Stamp and seconded by Cllr Pattison

Resolved:  That the budget is on track with proposed amounts

 

13. Discuss and Resolve on Proposed Budget and Estimate Precept for 2026-27

Precept information given prior to meeting to all Councillors

Proposed by Cllr Stamp and seconded by Cllr Dawson

Resolved:  That the precept estimate be set at £20,000.00 so no increase to Council Tax

 

14. Discuss and Resolve on Donation and Wreath for RBL Poppy Appeal

Cost of Wreath £20.00 

Proposed by Cllr Pattison and seconded by Cllr Miller

Resolved:  That a donation be made for £40.00 along with the £20.00 for the cost of the wreath

 

15. Discuss the Progress of the Village Plan Sub Committee

Cllr Thomas provided information (attached at end of minutes)

Proposed by Cllr O’Connor and seconded by Cllr Stamp

Resolved:  That Cllr Thomas keeps the Council updated on the plan as developments occur

 

16. Discuss the Progress of the Community Speeding Group

Proposed by Cllr Dawson and seconded by Cllr Pattison

Resolved:  That the Council join the Lincolnshire Road Safety Scheme

 

17. Discuss Progress of the Mill Lane/Gainsborough Road Parking Issues

Bollard information given to the Parish Council prior to the meeting

Proposed by Cllr Stamp and seconded by Cllr Dawson

Resolved:  That 15 bollards be ordered and Mr Robison be asked to fit them  

 

18. Items for next meeting

  • Discuss and resolve on applying for tree preservation orders for two oaks in the village
  • Discuss and resolve on contracting out works to cut back trees in Gods Acre 
  • Discuss the progress of the Village Plan Sub Committee
