Minutes of the Meeting of the Parish Council on 17/06/2025
Present:-
Cllr M Stamp (Chair), Cllr G Dennis, Cllr P Dawson, Cllr M O’Connor, Cllr A Miller, and Cllr P Thomas

1. Apologies for Absence – Cllr D Pattison (Vice Chair), and Cllr S Cartwright
Resolved: That apologies be accepted from above member(s) of the Council
2. To receive declarations of interest in accordance with the 2011 Localism Act:-
3. Notes of last meeting on 27th May 2025, to be approved as minutes:-
- Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Cllr Miller suggested publishing a reminder to ask parishioners to be considerate when lighting bonfires in the daytime. Cllr Bunney informed the Council that WLDC have a leaflet which could be used – Cllr Bunney to send the leaflet to the Clerk and Clerk to distribute on notice boards, website and request it be published in the next available issue of The Community Spirt
- Cllr Stamp mentioned the potholes on North Street – Clerk to report again
5. Reports from District and County Councillors
WLDC Matters:
- Cllr Bunney informed the Council that there has been changes made to the Flood Alert Zones which will be sent to householders from WLDC
- The Emergency Planning Team will hold a tabletop exercise to practice plans in case of an emergency such as flood, fire, power outages, etc
LCC Matters:
- A meeting took place with the Police to discuss the lack of neighbourhood policing in our area There has been an idea put forwarded to employ enforcement officers as PCSOs to carry out local policing, this would come out of council tax but will not happen in the near future

- No statistics received
7. Clerks Report on Matters Outstanding:-
- Planning enquiry raised for more information on WL/2025/00164 to site and size of the lean-to – reply received and forwarded – Councillors requested Clerk put forward comments stating due to lack of information the Parish Council object to the application – Already granted
- Comments sent to planning on application WL/2025/00378 around concerns with highway access and parking issues
- Lincolnshire Landscapes contacted to feather lime trees near Mount Pleasant and cut back hedges at footbridge on North Street
- Letter sent to homeowner of Lyndholme, Gainsborough Road regarding their hedge obstructing and encroaching on footpath – Homeowner has cut back hedge
- Highways contacted to cut back the hedge at the junction of Gainsborough Road and Low Church Road – reply received - We’re sending you this message to let you know that we’ve assessed the hedging at the reported site and – whilst growth has started to encroach on the footway it does not yet require further action. If the issue deteriorates significantly then please report this again to us and we will investigate further.
- Highways contacted to repaint the no parking road markings outside Middle Rasen Primary School – completed
- Highways contacted to repaint the road markings near the stock’s junction – completed
- Cassells notified they have been appointed internal auditor for 2025-26 accounts
- Awaiting Register of Members Interest Form to update webpages with new council members details
- Awaiting paperwork to update bank mandate

13. Discuss and Resolve on Parish Maintenance Matters
Findings from Parish Maintenance check distributed to Councillors prior to meeting

Resolved: That Clerk contact departments/persons responsible to complete works
14. Discuss and Resolve on Updates to Bank Mandate
Proposed by Cllr Stamp and seconded by Cllr Miller
Resolved: That this be discussed again at next meeting
15. Discuss Progress of Bus Shelters on Gainsborough Road
Cllr Miller updated the Council on the status on the Shelters. They are now clad and painted and just awaiting benches to be fitted inside which will be completed by next meeting

Resolved: That the Parish Council would like to thank Cllr Miller for all her work towards the bus shelters and to Cllr Miller and Cllr Pattison for painting the shelters
