Minutes of the Meeting of the Parish Council on 12/11/2024

 

Present:-

Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr P Dawson, Cllr J Padley, Cllr M O’Connor, Cllr P Sexton, and Cllr A Miller

Also Present:  Mrs A Harrison (Clerk)

1.   Apologies for Absence – Cllr A Longmate, and Cllr G Dennis

Resolved: That apologies be accepted from above member(s) of the Council

 

2.   To receive declarations of interest in accordance with the 2011 Localism Act:- none

 

3.   Notes of last meeting on 15th October 2024, to be approved as minutes:-

Notes be signed as a true record.

 

4.   Chair and Council’s Comments:-

  • Cllr Padley queried commented that he did not think the new banking hub in Market Rasen was going to have an outside ATM fitted
  • Cllr Miller along with Cllr Bunney suggested inviting PC Turner, Headteacher Mrs Morton and Chair of Governors Mr Ben Curtis, to the next meeting to discuss the parking issues at Middle Rasen School – Clerk to send out invites
  • Cllr Sexton had been informed of someone letting their dog run round church yard off its lead

6.   Crime, Vandalism and Neighbourhood Watch

  • Crime statistic received from Inspector Head
  • Invite received for one member of the Parish Council to attend an Engagement Session 14/01/25 at 6pm via Microsoft Teams

 

7.   Clerks Report on Matters Outstanding:-

  • Letter sent to the Methodist Church on Gainsborough Road to ask their thoughts on fitting bollards at the road edge to stop vehicles parking there which blocks the view for road users exiting the junction on Mill Lane
  • The bridge on Low Church Road has lost a railing – reported to highways 
  • Letter sent to the homeowner to cut back the branches of the trees which are blocking the streetlamps on the footpath from Dovecote to Church Street
  • LCC Highway Maintenance Team have been contacted to request that Parry’s Bridge be repainted, reply received - The bridge known locally as Parry's Bridge is registered on our records as Low Church Bridge (LCC ref 08/99/04). This bridge was last inspected in April 2023. Whilst we accept the paint system on the bridge parapets is breaking down, the parapets have an undercoat of galvanising which gives further protection. We may consider repainting the parapets in the future, but at the moment this work is considered as low priority.
  • WLDC Planning Team have sent over a User Guide and Useful Tips on using the new Planning website.  They have also stated that user videos will be added to the website shortly
  • The estimate Precept of £19800.00 has been sent to WLDC

Application for approval of reserved matters to erect 4no. Dwellings including amendments to plot numbers, considering appearance, landscaping, layout and scale following outline planning permission 132013 granted 2217 

 

Planning Granted:

 

147738 – Land off Gallamore Lane, Middle Rasen, LN8 3HZ

Planning application to demolish all buildings on site and erect a Class E food store and a Class E(b) coffee shop drive-thru together with access, car parking, servicing, landscaping and associated works – Granted with Legal Agreement

11.   Reports from meetings: Cllr Stamp and Cllr Dennis attended the Emergency Planning Meeting held

at the Festival Hall in Middle Rasen and a copy of the Plan is now held by the Clerk.  Cllr Stamp also attended the Remembrance Parade to lay a wreath on behalf of the Parish Council

 

12.   To Discuss and Resolve on Bus Shelter for Gainsborough Road

Shelter number two has been purchased and will be fitted shortly

Proposed by Cllr Miller and seconded by Cllr Stamp

Resolved:  That the shelters be cladded to strengthen them and ground levelling arranged for fitting of second shelter 

 

13.  To Discuss and Resolve Ways to Help Parishioners with Winter Fuel Costs

Proposed by Cllr Miller and seconded by Cllr Stamp

Resolved:  That a poster be made offering advice and assistance and published on the website and on noticeboards around the village      

 

14.  To Discuss and Resolve on Purchase of Crocus Bulbs and Offer of Free Trees

Proposed by Cllr Dawson  and seconded by Cllr O’Conner

Resolved:  That we do not want the trees but to purchase 400 bulbs for £20.00

 

15.  To Discuss and Resolve on Grass Cutting Contracts for 2025-2027

Areas for cutting distributed to Councillors and contractors. Comments from contractors also discussed

Proposed by Cllr Dawson and seconded by Cllr Pattison

Resolved:  That Lincolnshire Landscapes awarded contract for areas 1 and 2 and Green Grass given

area 3.  Additional cuts that may be required to be added to contractual details
