MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Annual Parish Meeting on 16/04/2024

Present:-        Cllr D Pattison, Cllr G Dennis, Cllr P Dawson, Cllr J Padley, and Cllr A Miller

Also Present:  Mrs A Harrison (Clerk)

 

Visitors:-        2 members of the public who thanked the Council for their work over the year

 

1.   Apologies for Absence:-   Cllr M Stamp (Chairman), Mr M O’Connor

Resolved: To accept apologies from Councillors listed above.

 

2.   To approve minutes of the Annual Parish Meeting held on 25th April 2023:-

The minutes were signed as a true record.  

Resolved:  To approve draft minutes.

 

3.   Chairman’s Report:- 

 

Council Members:

The Parish Council had one resignation in May last year, Cllr Oxley resigned from the Council and after advertising the vacancy the Council Co-opted Cllr Miller.

Thank you to all the Councillors for their continued presence and input at meetings over the year.   

 

Lincolnshire/West Lindsey Councillors:-

Thank you to Cllr S Bunney and Cllr E Bennett for their support of the Parish and especially assisting with issues such as flooding, planning and highways.

 

Planning Applications:

Applications in 2023/24 – 29 – increased by 3 from 2022-23 year.

The Parish Council remain consistent in their approach to applications and will continue to do so even though we still experience a level of frustration with the planning authority who continue to make decisions which would appear to give little regard to the local knowledge and experience of the Parish Council, particularly regarding flooding in the parish. 

 

Grants:

2023-24

The Parish Council issued total grants to the sum of £1860.00 as follows:

Middle Rasen Village Hall – £1500.00

Royal British Legion Poppy Appeal - £60.00

Middle Rasen Bowling Club – £300.00

 

Precept:

The Precept for 2023-24 was increase by £500.00 to £19,000.00, which has allowed the continued investment in the parish during the current cost of living rises and allowing for prudent future budgeting.

 

Contractors:

Once again thank you to both Green Grass Contracting and Lincolnshire Landscapes for their work over the last year.

Lincolnshire County Council have continued to provide a twice-yearly safety cut on amenity grass sites within the parish.

Winter Weather contracting arrangements were arranged, however, these were not utilised this winter.  

 

Parish Maintenance

The Council has continued to report various highways issues to LCC from potholes and flood areas to blocked drains and broken streetlights.

The Parish Council would like to thank the Rotary Club for the free donation of bulbs which have been planted around the village.`

The Council would also like to thank Mr Robison and Mr Gibson for their continued support in maintaining the various benches, noticeboards, bins, etc around the village.

 

4.   Financial Report:- 

.The Clerk had presented the final unaudited overview of financial paperwork for the year 2023-24 prior to the meeting. Overspends and underspends were minimal, and the Clerk asked the Council if they were any queries – none.  The end of year financial information will be available to view on the website as per regulations. The public rights notice will be placed in line with regulations.

Councillors thanked the Clerk for her report, and the Finance Councillor confirmed that the accounts have been checked and are correct.  The Council thanked the Clerk for her continued hard work
