MIDDLE RASEN PARISH COUNCIL

Minutes of the Meeting of the Parish Council on 17/12/2024

Present:- Cllr D Pattison (Vice Chair), Cllr P Dawson, Cllr M O’Connor, and Cllr A Miller

Also Present:  Mrs A Harrison (Clerk)

 

Visitors:-  Cllr S Bunney (WLDC), Mr B Curtis (Chair of Governors for Middle Rasen Primary School)

 

1.   Apologies for Absence – Cllr M Stamp (Chair), Cllr G Dennis and Cllr P Sexton

      Resolved: That apologies be accepted from above member(s) of the Council

2.   To receive declarations of interest in accordance with the 2011 Localism Act:- none

3.   Notes of last meeting on 12th November 2024, to be approved as minutes:-

      Notes be signed as a true record.

4.   Chair and Council’s Comments:-

  • Cllr O’Connor commented on the state of the whole of the road surface on North Street, especially the potholes and standing water at the junction with Low Church Road – Clerk to report to Cllr Bunney and Highways
  • Cllr Miller had received complaints from a parishioner on an issue with dog fouling on Church Street – parishioner is going to report to WLDC Enforcement Team themselves
  • Cllr Pattison commented on the vehicle parking on the bend on Low Church Road which is causing a hazard – Clerk to write a letter to vehicle owner to ask if they could park in a more considerate manner

5.   Reports from District and County Councillors

WLDC Matters: 

  • Cllr Bunney updated the Parish Council on flood prevention plans in place including the drain outside 8 Manor Drive which needs flushing.  He also stated that there has been no mention of the water still running down Mill Lane, but flood plans are in progress and flooding that effects homes are priority

 

LCC Matters:

  • Cllr Bunney introduced Mr Ben Curtis, the Chair of Governors for Middle Rasen Parish Council, who was invited to the meeting to assist with the ongoing issue with parking outside the school during drop of and pick up times.  Cllr Bunney informed the Council that Richard Davies from Highways has signed off on a paper to look into parking and numbers of cars outside schools in the Lincolnshire area.  Mr Curtis stated that a shift in culture is needed and suggested that the school issues a Parking Code of Conduct which can be issued to all parents covering topics such as:
    • Dropping off and picking up children quickly
    • Extend the no drop-off zone.
    • Speaking to the owner of the Nags Head Public House to see if their carpark could be used for parents to park then walk the five minutes to the school to ease congestion.  Cllr Dawson also suggested the parents park at the village hall and walk from there.
    • To mention Clean Air Policy, asking parents no to sit in their vehicle and leaving the engine running.  
    • Someone from the school, preferably the Head, to be outside, after the letter is issued, to talk to parents. 

It was also suggested for a reward scheme be set up for the children to encourage them and their parents to walk of cycle to school. Cllr Dawson did suggest that a footpath/cycle route, is needed on Gallimore Lane so there is a safer way to walk or cycle to the school.  With the issue of parents parking in the Braemar Close Residents Car Park that the school could contact ASIS and ask them to write to the owwners of illegally parked cars. All Parish Councillors were happy to endorse a letter to the parents setting out the Code of Conduct.  Mr Curits to draft a letter and send to the Parish Council for review.

 

6.   Crime, Vandalism and Neighbourhood Watch

  • Crime statistic received from Inspector Head
  • Poster received to help against frauds

 

7.   Clerks Report on Matters Outstanding:-

  • Highways have passed the fixing of the railing on the footbridge on Low Church Road to an outside agency
  • A poster has been placed on the noticeboards around the village and the Middle Rasen Parish Council Website offering advice to parishioners who may be struggling with fuel bills
  • Rotary Club contacted to purchase 400 crocus bulbs
  • Microsoft renewal is due on the 9th January 2025

Planning application for the erection of a residential care home for the elderly (Use Class C2) with associated access, parking, landscaping, and ancillary buildings – No Objections

WL/2024/00855 – Holly Holme, Church Street, Middle Rasen, LN8 3TR

Planning application to erect 2no. dwellings, associated garages with ancillary rooms and private drive – Objections to be passed to Planning Department

Planning application for the change of use of land for siting of caravans (loges) – resubmission of 144599 – no comments

Planning application for removal of existing dwelling, and erection of 1no. two storey self build contemporary dwelling with integral garages and landscaping – Granted with conditions

Resolved:  That if no names put forward by 19th December 2024 Clerk to inform all Councillors and bring ideas for Co-option to the January 2025 meeting
