MIDDLE RASEN PARISH COUNCIL

Minutes of the Meeting of the Parish Council on 16/07/2024

Present:-

Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr P Dawson, Cllr O’Connor, Cllr J Padley, Cllr A Longmate, and Cllr A Miller 

Also Present:  Mrs A Harrison (Clerk)

Visitors:-  Cllr S Bunney (LCC & WLDC) and one member of the public

 

Chair opened the public meeting

 

The member of the public came to discuss the speeding issues on Gainsborough Road.  He would like the Council to look at putting up speed cameras or Speed Indication Devices (SID).  He offered to supply data on the traffic speeds he has collated from an application on his mobile phone. Cllr Bunney did say the costs would be the responsibility of the Parish Council.  This will be discussed at  item 13 of the agenda.

Resolved: That apologies be accepted from above member(s) of the Council

 

2.   To receive declarations of interest in accordance with the 2011 Localism Act:- none

 

3.   Notes of last meeting on 18th June 2024, to be approved as minutes:-

  • Notes be signed as a true record.

 

4.   Chair and Council’s Comments:- 

  • Cllr Dawson brought to the Council’s attention that various hedges around the village are overgrown and are obstructing the footpaths – clerk to write to the homeowners of the properties involved requesting they cut back the hedges.
  • Cllr Miller had been informed by a parishioner that someone had fly tipped on Low Lane,  the parishioner had cleared the rubbish themselves but if it happens again it will need to be left and reported to WLDC to clear and look at putting up anti fly tipping notices.

 

5.   Reports from District and County Councillors

WLDC Matters: 

  • Cllr Bunney let the Parish Council know that the devolution plan will still go ahead with the change of government
  • Cllr Bunney gave the Council information on the plans for RAF Scampton.  The worst-case scenario will involve up to 800 men being housed and the rest of site transferred to WLDC for development.  The second option might mean the housing of asylum seekers is cancelled completely.

LCC Matters:

  • Cllr Bunney informed the Council that under the new Labour Government green policies, the new solar farm project will go ahead and a second bio diester will be built at Hemswell.

 

6.   Crime and Vandalism

  • Crime statistics received from Inspector Mike Head

 

7.   Clerks Report on Matters Outstanding:-

  • Cllr Bunney contacted regarding vehicles parking on Gainsborough Road – Clerk to add to agenda to discuss options
  • Email sent to Lincolnshire Road Safety Partnership to request Speed Indication Devices on Church Street and Skinners Lane to assist in cutting down speeding especially at school drop off and pick up times
  • Overgrown footpaths from Wilkinson Drive to Naylors Drive and Marsh Lane off the A46 to North Street reported to Highways
  • CIL grant application form sent to Village Hall Committee Members
  • £10,000.00 transferred from Middle Rasen Parish Council current account to deposit account
  • The new waste bin and 2 replacement dog waste bins have been fitted along Low Church Road

Application for approval of reserved matters for Phase 2 to erect 55no. dwellings with associated garaging and infrastructure considering appearance, landscaping, layout, and scale following outline planning permission 135013 granted 22 December 2017 – granted with time limits and conditions

 

WL/2024/00376 – Land adjacent to Clare Lodge, Gallamore Lane, Market Rasen, LN8 3HZ

Planning application for the conversion and extension of the former stable block to create 1 dwelling being variation of condition 7 of planning permission 141097 granted 22 September 2020 – retention of feature arch, addition of roof lights, solar panels, utility door, wood burning stove flue and 1.8 metre high boundary fence panels plus the submission of a drainage plan – granted with conditions

12.  To Discuss and Resolve on School Parking Issues

Cllr Bunney and Cllr Miller visited the school to assess the parking issues.  One option was to extend the zig zag area, and another was to provide a walking bus system run through the school

Proposed by Cllr Dawson and seconded by Cllr O’Connor

Resolved:  That Cllr Bunney and Cllr Miller take forward the options discussed 

 

13.  To Discuss and Resolve on Parking and Speeding on Gainsborough Road 

The issue is vehicles parking on the pavement blocking access to wheelchair users or pushchairs.  Cllr Bunney stated that the person being obstructed should phone the police and/or take photographs.  To discuss the purchase of SIDs at next meeting.

Proposed by Cllr Miller and seconded by Cllr Dawson

Resolved:  That Clerk send a letter to the car owners who park outside their homes to ask that they refrain from blocking the footpath stressing the dangers involved.

 

14.  To Discuss and Resolve on Options for CIL Monies

Grant application received from Village Hall Committee requesting £3500.00 for maintaining the Hall for the Village. 

Proposed by Cllr Miller and seconded by Cllr O’Connor

Resolved:  That the grant be approved

 

15.  To Discuss and Resolve on Date for Village Health and Safety Check

Proposed by Cllr Stamp and seconded by Cllr Dennis

Resolved:  That the Chair and Clerk complete the check before the meeting
